Department Summary
The Office of Strategic Infrastructure, Planning, and Construction (SIPC) at the University of North Texas System (UNTS) seeks a Project Manager (PM) to manage and execute capital improvement projects across the University of North Texas System and the three independent university institutions.
Position Overview
Reporting to the Director of Project Management, this position ensures successful project delivery by managing project scopes, budgets, and schedules in alignment with institutional goals.
The PM serves as a liaison among campus stakeholders, consultants, and contractors, facilitating effective collaboration throughout the project lifecycle. With a focus on operational efficiency, the PM ensures projects are completed on time, within budget, and in compliance with applicable regulations and standards.
The ideal candidate will possess technical expertise in project execution, strong organizational skills, problem solving, and a collaborative approach to managing projects that support the academic, research, and service missions of UNTS.
Minimum Qualifications
Bachelor's degree in architecture, interior design, engineering or related field and six years' of progressively responsible experience in facilities design and construction; or any equivalent combination of experience, education or training.
Knowledge, Skills and Abilities
The PM should have a working knowledge of building systems, materials, and technologies, with the ability to incorporate solutions that support project objectives. A fundamental understanding of regulatory frameworks, including local building codes and environmental standards, is necessary for ensuring compliance.
Strong problem-solving and analytical skills are crucial for addressing project challenges and facilitating effective decision-making. The ability to interpret technical documents, financial reports, and construction schedules is required to align projects with institutional goals.
The PM must possess excellent organizational and time-management skills to ensure timely completion of projects in a dynamic environment. Effective communication skills are essential for presenting information to stakeholders, consultants, and contractors clearly and concisely.
Proficiency in project management software, such as PMWeb, Microsoft Project, or Primavera P6, is required. Competency in Microsoft Office applications is also expected, with knowledge of Building Information Modeling (BIM) and sustainability technologies considered advantageous. The PM should demonstrate a commitment to professional growth and a customer-focused approach that supports institutional goals and stakeholder expectations.
Preferred Qualifications
The PM must hold a bachelor’s degree in architecture, engineering, construction management, or a related field. Advanced education, such as a master’s degree in a similar discipline, is desirable and may support career advancement within the University of North Texas System (UNTS).
Candidates should have a proven history of managing projects with budgets exceeding $5 million, showcasing their ability to balance project requirements while achieving quality outcomes. Practical experience with sustainability practices, such as LEED certification processes and other green building standards, is valued.
Certifications like Project Management Professional (PMP), Certified Construction Manager (CCM), or licensure as a Professional Engineer (PE) or Registered Architect (RA) are preferred but not required. Membership in professional organizations, such as the Project Management Institute (PMI), underscores a commitment to industry best practices and professional growth.
While professional licensure or certifications are not mandatory, they are strongly preferred. Certifications such as Project Management Professional (PMP), Certified Construction Manager (CCM), or licensure as a Professional Engineer (PE) or Registered Architect (RA) are highly desirable and reflect the technical expertise expected for this role.
Active membership in professional organizations, such as the Project Management Institute (PMI), Construction Management Association of America (CMAA), Design-Build Institute of America (DBIA), or similar groups, is a plus and underscores a commitment to industry best practices.
Successful candidates will demonstrate strong leadership and interpersonal skills, with the ability to manage multidisciplinary teams and collaborate effectively with diverse stakeholders. A focus on innovation, customer service, and continuous improvement is essential for success in this role.
Additional safety credentials or certifications, such as First Aid and CPR, OSHA 30-Hour Construction Safety Training, are advantageous for addressing on-site safety requirements and readiness.
Required License/Registration/Certifications
Candidates must possess a valid driver’s license to support travel requirements across UNTS campuses and project sites.
Candidate must possess a bachelor’s degree in architecture, engineering, architectural engineering, construction management, or a closely related field.
Job Duties:
- The PM is responsible for coordinating and delivering capital improvement projects across the University of North Texas System (UNTS). This role involves managing project development from planning through completion, ensuring alignment with institutional goals and compliance with applicable standards. Key responsibilities include:
- Project Management and Coordination
- (1) Lead, participate, monitor, and be fully engaged in project development through all stages of the project lifecycle of assigned capital improvements projects to ensure meeting campus master plan requirements, project program requirements, campus design guidelines and standards, and state required codes for compliance.
- (2) Lead the management of project scopes, budgets, and schedules throughout the project lifecycle, ensuring adherence to allocated resources and institutional priorities.
- (3) Actively participate and be fully engaged in the project programming process as well as establishment and review of initial project budgets and schedules, alongside UNTS Planning team.
- (4) Manage campus wide reviews conducted at the end of each design phase and ensure that a detailed technical review of final construction drawings and specifications is conducted within the time allotted by the approved schedule.
- (5) Conduct regular site visits to monitor progress, ensuring quality and safety standards are maintained.
- (6) Conduct negotiations and review of proposals for professional service providers and other related services.
- (7) Lead and actively participate in the coordination efforts with city municipalities as needed for project ROW scope and public utility infrastructure connections for the purpose of fully executed three-way agreement, community facility agreement, or similar. (8) Supervise and actively participate in the selection and acquisition of furniture, fixtures, and equipment (FFE) for capital projects.
- (9) Supervise and actively participate in the coordination of logistics and relocation efforts related to capital projects.
- (10) Research, prepare, and present reports and presentations as requested.
- (11) Represent UNTS at local, regional and state agency meetings when directed.
- (12) Closely coordinate, supervise, and review work of consultants engaged to serve UNT System in the development, design, and construction of major renovation and new construction projects.
- (13) Strong knowledge and understanding of UNT System contract documents with ability to ensure compliance.
- (14) Ensure effective, superior communication among internal and external project committee members, including stakeholders and is committed to customer service excellence.
- (15) Complete administrative and personnel tasks as necessary.
- Stakeholder Engagement
- (1) Serve as the primary liaison between stakeholders, including campus representatives, consultants, contractors, and regulatory agencies.
- (2) Facilitate effective communication and collaboration among project participants to achieve shared objectives.
- Technical Oversight
- (1) Review and evaluate construction documents and specifications for compliance with applicable codes, standards, and project requirements.
- (2) Support the resolution of technical issues that arise during project execution.
- Procurement and Contract Administration
- (1) Assist in preparing and evaluating Requests for Qualifications (RFQs) and Requests for Proposals (RFPs) for selecting consultants, contractors, and vendors.
- (2) Administer contracts with professional and construction service providers, ensuring compliance with terms and addressing issues as needed.
- Risk and Compliance Management
- (1) Identify project risks and contribute to developing mitigation strategies to minimize impacts on schedules and budgets.
- (2) Ensure compliance with all relevant regulations, including building codes and Texas Higher Education Coordinating Board (THECB) standards.
- Reporting and Documentation
- (1) Maintain comprehensive project documentation, including but not limited to schedules, budgets, meeting minutes, and status reports.
- (2) Manage project document processing and change management with support from the UNT System Project Controls. Review, track, and process project documentation in a timely manner.
- (3) Prepare and deliver project updates and presentations to UNTS leadership and stakeholders as required.
- Professional Development and Collaboration (1) Collaborate with the UNTS team to promote a culture of innovation, efficiency, and professional growth.
- (2) Mentor junior team members by sharing knowledge and best practices.
- Additional Responsibilities
- (1) Perform other duties as required or assigned to support the successful execution of capital improvement initiatives.
