Risk Management Services’ programs provide proactive support for the strategic, operational, and financial foundation of the University of North Texas. We help identify, analyze, and mitigate risks to prevent loss and provide a safe and healthy campus environment so that the UNT community can freely pursue opportunities for growth and advancement. To achieve our goals, we work together with the UNT community to help them proactively manage risks, implement preventative measures, plan for their challenges, and work through any issues that occur.
Position Overview
This role plays a vital part in ensuring the University of North Texas (UNT) System's preparedness and swift recovery from disruptive events and is responsible for supporting the development, implementation, and facilitation of training and exercise programs, including system-level exercises. This includes collaborating with member universities, conducting risk and capability assessments, designing and delivering training, and facilitating exercises to ensure system-wide resilience.
Minimum Qualifications
Bachelor's Degree in emergency management or related field or any equivalent combination of education, training, and experience.
Knowledge, Skills and Abilities
* Knowledge of five phases of emergency management and National Incident Management System (NIMS).
* Excellent written and verbal communication skills.
* Ability to work with various disciplines across a diverse organization.
Preferred Qualifications
The preferred candidate will possess the following additional qualifications: Knowledge and experience with Homeland Security Exercise and Evaluation Program (HSEEP) doctrine (FEMA L-146 course or equivalent), or other advanced National Standard Exercise Curricula, such as the Master Exercise Practitioner Program (MEPP).
Required License/Registration/Certifications
Job Duties:
- Assist with the development, review, and update of the UNT Integrated Preparedness Plan
- Design, conduct, and evaluate discussion-based and operations-based exercises to assess and improve emergency response capabilities
- Liaise with key stakeholders across the University System and member universities on institutional capabilities and risk assessments
- Develop, deliver, and manage emergency preparedness training programs for students, faculty, and staff, including those with disabilities or access and functional needs
- Develop and maintain online training programs, including courseware, learning management system (LMS) administration, and user suppor
- Manage logistics for training activities and exercises, including scheduling, resource allocation, and participant coordination
- Evaluate training materials and methodologies, recommending improvements to enhance effectiveness
- Maintain accurate records of all training and exercise activities, including participant attendance
- Stay current with emergency management best practices, FEMA guidelines, and higher education sector-specific requirements
- Conduct, coordinate, and review after-action reviews (AARs) of exercises and actual events, documentation of lessons learned and recommended improvements to emergency operations plans and procedures
- Ensure follow up on AAR-IP items with relevant stakeholders
- Liaise with key stakeholders across the University System and member universities on exercise priorities and development
- Assists with response and recovery efforts during and after incidents
- Serve as Duty Officer on a rotational basis, which requires 24/7 availability
- Responds to emergencies and assist with large scale special events during non-business hours; including nights, weekends, and possible holidays

Monday - Friday 8am - 5pm Standard / After hours and weekend availability based on Duty Officer schedule
