Department Summary

The System Administration Compliance & Ethics Program advances the UNT System’s commitment to excellence by partnering with UNT System Administration employees and departments to promote ethical, honest, and lawful decision-making and conduct. Compliance is Excellence.

Position Overview

The Chief Compliance Officer (CCO) is responsible for leading a comprehensive compliance program for the activities that occur at System Administration and for leading coordination among campus compliance programs. The CCO provides guidance and advice to senior management and staff on compliance matters, monitors, and reports on compliance performance, conducts investigations and compliance reviews, and develops and ensures adherence to policies, procedures, and regulations. . The CCO works closely with internal and external stakeholders, such as legal counsel, regulators, auditors, and clients, to promote a positive compliance culture and reputation.

Minimum Qualifications

Bachelor's degree in law, business, finance, accounting, or related field; ten years of experience in compliance, risk management, audit, or legal roles, preferably in a large and complex organization; and Professional certification in compliance, such as Certified Compliance and Ethics Professional (CCEP), Certified Regulatory Compliance Manager (CRCM), or Certified Risk and Compliance Management Professional (CRCMP) or ability to obtain within one year of hire; or any equivalent combination of education, experience or training.

  • % - Develop, implement, and update the compliance program, including policies, procedures, standards, training, and communication, to assist in preventing and detecting violations of law, regulations, policies, or the Code of Conduct/Ethics. - (Essential)
  • % - Implement and operate retaliation-free reporting channels, including an anonymous hotline available to all employees, third parties, and community member. - (Essential)
  • % - Conduct an annual, formalized risk assessment to assist in developing an annual work plan to be approved by the Board of Regents. - (Essential)
  • % - Monitor and evaluate the effectiveness of the compliance program, using various tools and metrics, and report on the results and recommendations to senior management and the board of directors. - (Essential)
  • % - Identify, assess, and mitigate compliance risks, issues, and gaps, and ensure that corrective actions are taken promptly and appropriately. - (Essential)
  • % - Coordinate with campus compliance programs to develop consistency of tools, responsibilities, policy/regulation development, and reporting format to the Board of Regents. - (Essential)
  • % - Provide regular updates to the Board of Regents regarding the maturity of the compliance function at System Administration, consistent with DOJ guidance. - (Essential)
  • % - Provide leadership and direction to the compliance staff and foster a collaborative and supportive work environment. - (Essential)
  • % - In collaboration with the Office of General Counsel, provide expert advice and guidance to senior management and staff on compliance matters, such as laws, regulations, best practices, ethical principles, and industry standards. - (Essential)
  • % - Establish and maintain positive relationships with internal and external stakeholders, such as legal counsel, regulators, auditors, and clients, and respond to their inquiries, requests, and concerns in a timely and professional manner. - (Essential)
  • % - Conduct or oversee investigations and reviews related to compliance issues to verify that internal controls are capable of preventing and detecting misconduct and ensure that findings and recommendations are documented and communicated. - (Essential)
  • % - Lead development of compliance training for System Administration in collaboration with campus compliance programs. - (Essential)
  • % - Keep abreast of the latest developments and trends in compliance and participate in relevant professional networks and forums. - (Essential)
  • % - Institute and maintain an effective compliance communication program, including promoting the awareness and understanding of new and existing compliance issues and related policies and procedures. - (Essential)
