Department Summary

The Office of Budget and Planning of UNT-Dallas facilitates the optimal use of university financial resources and provides timely, useful budget information to the University community and its stakeholders. The purpose of the Office of Budget and Planning is to assist the University administration with guidance in decision-making, financial planning, and properly managing the annual operating budget. We are determined to provide resource planning to enhance the concepts of budget and planning for all departments to ensure that all staff/faculty are financially aligned with the University goals and policies.

Position Overview

The Budget Analyst is a nonmanagement position with primary responsibilities to provide support to campus departments in regard to guidance with procurement, develop departmental budget reports and reconciliations, analyze expense data and past expenditures, develop expenditure forecasts, and advise the Associate Budget Director of possible over expenditures or problems and assist in researching and resolving fund balance deficits. This position will provide guidance and support to campus administrative, supervisory, or technical employees. Work is performed under limited supervision by the University of North Texas at Dallas Associate Budget Director.

Minimum Qualifications

Bachelor's degree in business or accounting or related field and two years' of experience working with budget related information; or any equivalent combination of education, training, and experience.

Knowledge, Skills and Abilities

Considerable knowledge of (or ability to rapidly assimilate and retain) University operating procedures, organization and policies. Knowledge of business principles, practices and techniques. Knowledge of electronic information systems and accounting systems. Ability to work accurately with numerical detail consistently and to perform financial operations legibly. Experience managing budget information and accurately recording financial transactions. Ability to keep complex records Ability to assemble and organize data of complex nature, to prepare and submit reports in acceptable formats. Ability to read and analyze fiscal management information and to assist in formulating solutions to problems. Ability to establish and maintain effective working relationships. Strong communications skills. Knowledge of safety and security precautions appropriate to work performed.

Preferred Qualifications

Experience using PeopleSoft, Axiom, Golden, Cognos, and reporting. Advance experience using MS Excel. Experience working in higher education and/or Texas state agency.

Required License/Registration/Certifications

Bachelor's degree in business or accounting or related field and two years' of experience working with budget related information; or any equivalent combination of education, training, and experience.

Job Duties:

  • Assists in the preparation of the annual operating budget, Legislative Appropriation Requests, monthly institutional P/L report, Higher Education Funds report, and various other external documents. Performs difficult technical work, involving the use of independent judgment and understanding of departmental functions and procedures 
  • Assist with updating and making recommendations for the Budget Office procedure documents, as well as facilitating budget training for campus departments. Review and resolve journals, vouchers, and purchase orders that are in a budget error status 
  • Process routine monthly budget transfers, journal entries, chart of account forms, approve ePars, create ad hoc reports, and troubleshooting to resolve any issues found. Researches and resolves campus departments fund balance deficits. Provide guidance and support to departments with cost analysis, fiscal allocation, budget preparation, and ABA (budget transfer)/IDT (journal entries) transactions.
  • Process the Financial Aid State Programs reconciliations on a monthly basis. Draw the direct lending on a weekly basis. Assist with the development of budgeting and reporting software used by the Budget Office. Assist on a variety of special projects and other duties as assigned and maintains confidentiality.
  • Prepares routine budget to date report reconciliations and communicates results as needed with the Associate Budget Director and campus budget users. Analyze monthly department budgeting and accounting reports to maintain expenditure controls.
