The University of North Texas G. Position Overview

This position is responsible for all aspects of financial operations to include financial analysis, evaluation, planning, reporting and recommending the most efficient use of the colleges’ resources. As a strategic thinking leader and member of the Deans leadership team, the budget officer will work closely with the Dean to develop and coordinate the Colleges annual academic and operating budget planning process, forecasts and predicts resource requirements for new and existing programs and develops funding strategies to ensure financial sustainability. The Senior Director coordinates externally funded activities of the College providing post award financial management support to faculty, research faculty, postdoctoral students, ensuring compliance with University policies and serving as the liaison between the College and the University Office of Grants Contracts Administration.

Minimum Qualifications

Bachelor's degree with coursework in accounting, finance, business or related field and 7 years financial admin or budget management experience. Education may be substituted for required experience. Experience may not be substituted for education.

Job Duties:

  • Supports Dean and college leadership in strategic financial analyses to include financial forecasts/projections of current operations, predicts resource requirements for new programs, recommends financial alternatives if corrective action is deemed necessary, and prepares pro forma financial analyses in support of evaluating strategic alternatives. Directs and coordinates the administration of staff and academic hiring, compensation, and payroll; advises Dean and others on equity/market salary concerns and organizational impact of job grading and classification; assists the Dean and others in the development of hiring plans/projections and in the development of offer letters; prepares and reviews personnel forms such as HRM4 and VPAA130 for staff and faculty recruitment; and supervises other staff. Serves as the chief financial officer for the college and is the principal financial advisor to the Dean.
  • Manages all functions associated with developing and monitoring the college’s annual budget; works collaboratively with university financial officials in budget preparation and financial projections and responds to requests for financial information in a timely manner; makes recommendations for budget reductions and/or reallocations. Acts as principal account holder for the Dean’s Office and approves expenditures in accordance with all applicable policies and procedures.
  • Performs regular financial and personnel reviews for all sponsored project accounts in the college to ensure compliance with federal cost principles, University policy, and sponsor terms and conditions. Develops projections of project expenditures to determine need for additional funds, potential overruns, and supplemental requests to sponsors. Makes recommendations for corrections or budget transfers when needed. Confers with University/College research leadership as well as principal investigators about project status and helps to identify bridge funding when appropriate.
  • Utilizes information technology tools and software systems to provide meaningful financial management information to college leadership and departments; performs financial analyses to assure effective, efficient allocation of resources; collects data from departments in support of ad hoc financial projects.
  • Provides direction to department chairs and administrative coordinators in budget preparation, procurement, and compliance. Tracks and reports on graduate student positions assigned to the college; manages the financial aspects of fulltime faculty searches, part-time allocations, and planning for future searches; prepares financial statements for departments as requested or directed by college leadership; reviews and approves personnel actions (ePARs) for the College.
  • Tracks and monitors non-appropriated accounts to include instructional fees, foundation accounts, grants, and contracts. Ensures compliance with foundation MOUs and accountability with donative intent or time requirements. Ensures compliance with federal cost principles for grants or contracts to include 2CFR200 (Uniform Guidance).
  • Ensures compliance with federal and state regulations, spending guidelines and cost principles to include but not limited to the Texas General Appropriation Act, Internal Revenue Code, Uniform Guidance, and endowment MOU requirements. Ensures that financial transactions are in accordance with Generally Accepted Accounting Principles.
  • Prepares detailed data for College’s accrediting entity for statistical purposes that is a critical component of the Colleges reaccreditation review process.
