The Office of Financial Analysis & Planning provides critical support to users throughout the UNT Enterprise for budgeting and resource management, financial reporting, business analytics, financial systems support, and State reporting. The Office of Financial Analysis & Planning has a strong commitment to provide flexible, solution-oriented and timely service to UNT System institutions and System Administration.
In support of the UNT System and individual component missions, the office is responsible for:
*Operating budget policies and guidelines.
*Revenue and expenditure analysis.
*Budget management reports.
*Financial system access.
*Business process training.
*Alignment of system financial practices with State of Texas regulations and directives.
Position Overview
The Budget & Planning Department at the University of North Texas System is seeking a Budget Manager to join our team. The position will assist the Director of Budget and Financial Planning for UNT System Administration prepare and manage the UNT System Administration budget and related work as assigned.
Minimum Qualifications
Bachelor's degree in finance, accounting or related area and four years' of budget, finance, accounting or related experience; or any equivalent combination of education, experience and training.
Knowledge, Skills and Abilities
* Knowledge of higher education administration practices and organizational theory.
* Knowledge of fund accounting, mainframe and other budget systems.
* Ability to organize and analyze large amounts of statistical information.
* Ability to develop models for budgeting and other types of data analysis.
* Ability to communicate effectively with both written and oral skills.
* Proficiency with word processing, spreadsheets and databases.
* Ability to establish and maintain effective working relationships with individuals at all levels of the institution.
* Ability to troubleshoot problems, find solutions and explain policies, procedures and required actions in effective ways.
* Ability to provide a positive customer service experience by guiding individuals through the complexities of financial systems and processes, ensuring clear communication and support.

Job Duties:
- Provides administrative and analytical support for System Administration budget development and implementation.
- Responsible for maintaining the day-to-day operations of the System Administration budget office.
- Provides support for State Reporting, including Legislative Appropriations Request and Fiscal Note responses. -
- Monitor and process verification of appropriate funding for any increases to staff positions; coordinate with Human Resources on position control and budget review for personnel action items.
- Manage intra-system agreements and associated billing with UNT System Campuses.
- Conduct research and analysis on the finances of System Administration, preparing routine and ad hoc reports and presentations for UNT System Administrators and the UNT System Board of Regents.
- Implement processes and reports to support budget management and budget controls, including monitoring of budget adjustments
- Supervise analysis of revenue and expense accounts and report variances to appropriate System Administration departmental leaders
- Assist management with the expense certification process, as required
- Provide analytical support for the planning and reporting of capital expenditures

Generally Monday - Friday, 8:00 a.m. - 5:00 p.m.
