Department Summary

The Building Code Official serves as the Authority Having Jurisdiction (AHJ) for building-code-related matters across construction, renovation, alteration, demolition, and occupancy activities. This position leads building-code administration, including plan review, permitting, inspections, interpretation, enforcement, deficiency resolution, and maintenance of official permitting and inspection records. The role reviews structural, architectural, accessibility, life-safety, and general building-code requirements to ensure compliance with adopted codes, referenced standards, university policies, and approved project scope. The position provides formal code interpretations, coordinates with internal and external stakeholders, and ensures consistent, defensible application of building-code requirements across university facilities.

Position Overview

The position is responsible for ensuring fire and life safety compliance across university construction projects and facilities. The role conducts and oversees plan reviews for new construction, renovations, alterations, demolitions, and other projects to ensure compliance with applicable fire and building codes, regulations, and safety standards. Minimum Qualifications

Bachelor degree in architecture, engineering, or closely related field and five (5) years of related, supervisory level experience; or any equivalent combination of experience, education, and training. Employees in this job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure and they must be able to maintain the security and integrity of the infrastructure related to this role.

  • Ability to interpret construction documents to apply code review and enforcement.
  • Proficiency in specific software or digital tools may be required. Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively, orally and in writing.

  • Ability to drive a vehicle and maintain coverage under the University auto insurance policy, if required to drive University vehicles.

Preferred Qualifications

  • Bachelor’s degree in architecture, engineering, construction management, public administration, or a closely related field.
  • Five (5) years of progressively responsible experience in building-code administration, code compliance, construction inspection, plan review, permitting, or construction-code enforcement, including supervisory, lead-level, or authority-having-jurisdiction experience; or an equivalent combination of education, experience, and training.
  • Building-code certifications necessary to independently perform assigned inspections, plan reviews, and code-enforcement duties, such as; Commercial Building Plans Examiner, Commercial Building Inspector and/or Combination Building Inspector, Mechanical Inspector, Electrical Inspector or other applicable ICC, NFPA, state, or jurisdictionally recognized certifications.
  • A current and valid State of Texas Plumbing Inspectors license.
  • Previous work experience serving in the official capacity as a government agency Building Official.
  • Employees in this role may access critical organizational infrastructure and must maintain its security and integrity.

Job Duties

  • Renders interpretations and enforces the prov1s1ons to the code, and adopts po11c1es and procedures to clarify the application of its provisions.
  • Hires and manages team including a deputy building official, other related technical officers, inspectors, and other employees.
  • Receives applications, reviews construction documents and issues permits for erection, alteration, demolition, and moving of buildings and structures; inspects premises for which such permits have been issued and enforces compliance with the provisions of the code.
  • Conducts or manages the required inspections and has the authority to accept reports of inspections by approved agencies or individuals.
  • Engages external consultants as deemed necessary to report on unusual technical issues that arise.
  • Maintains records of applications received, permits, and certificates issued, reports or inspections, and notices and orders issued. Such records shall be retained for a period required for the retention of public records.
