Department Summary
The Office of Strategic Infrastructure, Planning, and Construction (SIPC) at the University of North Texas System (UNTS) seeks a Project Controls Analyst. The Project Controls Analyst supports the management and oversight of construction project data across the UNT System. This position maintains and updates project and financial information within the construction project management system, assists with data analysis and reporting, and provides technical support to ensure accurate and timely project information. The role works closely with the Project Controls team and reports to the Project Controls Manager.
Position Overview
This professional position is part of a team responsible for managing the collection, modeling, and analysis of extensive data, as well as developing analysis and reporting capabilities.
The Project Controls Analyst provides routine technical support in the day-to-day management of the construction project management system, which supports construction projects across all UNT System institutions. The position is responsible for maintaining and updating financial data within the system and providing accurate, timely information to support project management and reporting needs.
The primary focus of this position is to provide routine technical support for the assigned area while ensuring project and financial information is accurately maintained. The Project Controls Analyst reports to the Project Controls Manager.
Minimum Qualifications
Bachelor's degree in business management or closely related field and five (5) years of progressively responsible experience in construction project administration; or any equivalent combination of experience, education or training.
Knowledge, Skills and Abilities
- Strong understanding of database management principles and best practices.
- Intermediate proficiency in Microsoft Office, with an emphasis on Excel.
- Knowledge of report development, data analysis, and reporting processes.
- Thorough understanding of project management processes and construction project data management.
- Thorough knowledge of accounting and budgeting principles and procedures.
- Demonstrated ability to follow complex processes and procedures while performing detailed work accurately and efficiently.
- Demonstrated ability to establish and maintain effective working relationships with individuals at all levels.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Ability to maintain complex records, collect, organize, and analyze data, and prepare accurate reports in established formats.
- Ability to effectively conceptualize, plan, prioritize, and organize multiple programs, projects, and assignments.
- Ability to work independently on complex and confidential tasks while exercising sound judgment, tact, and resourcefulness.
- Knowledge of applicable safety and security practices and precautions related to assigned duties.
Preferred Qualifications
- Three years of progressively responsible experience in data management and analysis.
- Previous experience managing and analyzing data within a public higher education institution or other State of Texas agency.
- Professional certifications or specialized training in areas related to business administration, data management, project management, or public institutions.
Required License/Registration/Certifications
Job Duties
- Provides and conducts CPMS training for CPMS users throughout UNT System, including for planners, project managers, construction managers, administrative staff, vendors, contractors, and other users.
- Provides monitoring, troubleshooting and general maintenance of existing software systems.
- Prepare reports of key performance indicators, including graphical display and advanced spreadsheets.
- Collect, model, and analyze metrics, covering topics related to functional area.
- Acquire data from primary or secondary data sources and maintain databases.
- Improve data integrity and analytical reporting capacity: Identify, collect, and report on key performance indicators and meaningful metrics.
- Prepare budget analysis and other special reports used for internal controls and strategic decision making.
- Completes special assignments and projects, especially those related to project budgets and audit documentation requests.
- Reviews contract documents for all projects across all institutions.
- Reviews and processes invoices and pay applications for all projects, including creation and updating of pay application documentation. Manages payment dispute notification and resolution.
- Allocates and tracks all budget activity across multiple fund sources for System managed construction projects.
- Supports the design, creation, and continuous updates of construction project management software (CPMS).
- Responsible for and oversees development, maintenance, and revision of computer applications or systems including development of program specifications, writing, testing, and documentation.
- Follows all processes and workflows in CPMS for construction project management groups across all institutions (UNT System OFPC, UNT Denton Facilities, UNT Health Facilities, and UNT Dallas).
- Follows all flowchart process documentation for construction project management groups across all institutions (UNT System OFPC, UNT Denton Facilities, UNT Health Facilities, and UNT Dallas) and for other departments as they relate to construction project management (Procurement, Payments, Contracts, etc.).
