Department Summary

The Office of Financial Analysis & Planning has a strong commitment to provide flexible, solution-oriented and timely service to UNT System institutions and System Administration. In support of the UNT System and individual component missions, the office is responsible for:

- Operating budget policies and guidelines.
- Revenue and expenditure analysis.
- Budget management reports.
- Financial system access.
- Business process training.
- Alignment of system financial practices with State of Texas regulations and directives.

Position Overview

The Senior Budget Analyst provides budget support for the UNT System Administration and UNT System Enterprise budgets.

Minimum Qualifications

Bachelor's degree in Business Administration, Finance, Accounting or other related field and four years of related experience, or any equivalent combination of education, training, and experience.

Knowledge, Skills and Abilities

* Considerable knowledge of (or ability to rapidly assimilate and retain) University operating procedures, organization and policies.
* Considerable knowledge of business and accounting principles, practices and techniques.
* Knowledge of various budgeting methods (e.g., zero-based, incremental) and the ability to apply them effectively.
* Knowledge of electronic information systems and accounting systems.
* Ability to analyze complex financial data, identify trends, and develop actionable insights.
* Experience managing budget information and accurately recording financial transactions.
* Capacity to think critically and independently, assessing financial situations from multiple perspectives.
* Ability to assemble and organize data of complex nature, to prepare and submit reports in acceptable formats.
* Strong ability to read and analyze fiscal management information and to assist in formulating solutions to problems.
* Ability to establish and maintain effective working relationships.
* Strong communications skills.
* Knowledge of safety and security precautions appropriate to work performed

Preferred Qualifications

Bachelor's Degree in Business Administration, Finance, Accounting or other related field and four years' of relevant experience, or any equivalent combination of education, training, and experience.

Required License/Registration/Certifications

 

Job Duties

  • Prepares and analyzes department budgeting and accounting reports to maintain expenditure controls. 
  • Serves as Budget Office liaison to specific units of the System as assigned. 
  • Uses the PeopleSoft financial system to create or approve budget journal and transfers. 
  • Provides a positive customer service experience by guiding individuals through the complexities of financial systems and processes, ensuring clear communication and support. 
  • Evaluate and improve training materials, job aides and reports available to stakeholders. 
  • Reviews and approves the reconciliation of accounting records. 
  • Participates in annual budget submission, state reporting requirements, intra-system agreements, etc. 
  • Assist in process and report improvements to support budget management and budget controls, including monitoring of budget adjustments. 
  • Assists with the development of budgeting and reporting software.
