Position Overview
Reporting to the Vice Chancellor for Strategic Infrastructure, the Deputy Vice Chancellor has leadership responsibility and accountability for programs pertaining to facilities life cycle management to include but not limited to planning, design, construction, real estate, engineering, life health & safety, and all associated administration, as directed by the Vice Chancellor.
Minimum Qualifications
The qualified candidate will possess a Bachelor's degree in Architecture, Engineering or a related field from an accredited university with a minimum of 10 years of progressively responsible administrative experience in a large, complex organization; licensed Engineer or Architect or demonstrate breadth of experience and education combination that enables effective management and problem-solving acumen with high-risk, large-scale facilities programs; or any equivalent combination of education, training and experience.
Employees in this job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure and they must be able to maintain the security and integrity of the infrastructure related to this role.
Knowledge, Skills and Abilities
* Experience leading large scale complex capital programs, from planning to implementation.
* Extensive experience with financial aspect of capital programs to include but not limited to budgeting, cost accounting, forecasting, project controls, and resource allocation.
* Knowledge and expertise in areas of planning, urban design, and space management.
* Experience with Asset Management practices to facilitate effective allocation of resources.
* Ability to understand contract documents and provide quality assurance oversight.
* Ability to develop metrics to evaluate progress in a continuous improvement environment
* Strong interpersonal skills and the ability to develop and maintain effective working relationships
* Ability to collaborate with university leaders in the development of policies and programs.
* Ability to organize and prioritize time and resources to meet deadlines.
* Ability to demonstrate tact and require accountability with professional consultants.
* Ability to communicate effectively with diverse audiences both verbally and in writing
* Strong problem solving, analytical, and critical thinking skills
* Ability to research, analyze, develop technical reports and presentations, and demonstrate deductive reasoning to provide recommendations actions.
* Ability to understand and comply with relevant law, regulations, & procedures.
* Ability to work with appropriate computer programs to organize, manipulate, and assess data (Excel, MS Project, PowerPoint, Word, AutoCAD, etc.)

Job Duties
- 40%% - Workload Management * Oversight, development, and coordination of facilities masterplans, capital improvement program, and space planning in support of all campuses. * Partner with campuses and stakeholders to lead all engineering efforts related to facilities. * Champion asset management strategies that align with the mission, visions & values of the campuses. * Represent the Vice Chancellor before stakeholders, staff, cabinet, Board of Regents, and the Texas Higher Education Coordinating Board, as required. * Develop clear, concise, consistent and accurate workload reporting and updates – inclusive of all products and services. * Assist VC in the development of multiyear Comprehensive Strategic Workload Planning and Management for all products and service areas. - (Essential)

- 20%% - Standards, Benchmarking and Best Practices * Oversee the development and maintenance of facilities standards for an integrated and comprehensive environment on all campuses related to site planning, space planning and utilization, architecture and building systems, safety and security systems, physical plants, utility distribution, and all engineering systems and facilities components. * Adheres to and fosters high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls * Benchmarks with other best-in-class organizations and industry leaders to institutes best practices - (Essential)
- 15%% - Backup and Support to Vice Chancellor * Exercises fully delegated authority to act on behalf of the Vice Chancellor as appropriate * Develops strong working relationships and collaborates with leaders at each institution, UNT System administrators, local municipalities and other higher education agencies - (Essential)
